Grants to Minnesota nonprofit organizations, government entities, and tribes for capital projects to improve employment options for underserved communities and economically disadvantaged residents or groups. Funding is intended for projects that result in providing, enhancing, and expanding access to economic development, education or workforce development programs or services.
Objective of RFP:
The Department of Employment and Economic Development, through its Employment & Training Division, is seeking proposals from qualified responders for complex and costly capital projects that might not occur without public financial assistance. Capital projects utilizing these funds must result in providing, increasing, and/or expanding access to economic development, education or workforce development programs or services to underserved communities or economically disadvantaged persons or groups. Eligible costs include predesign, design, acquisition of land or buildings, construction, furnishing and equipping a new or renovated building with a result of increasing access to services for the targeted communities. Equipment is not eligible unless purchased and installed upon initial acquisition and construction of a building, expansion or major remodeling and needed for the operation of the project. Examples may include:An expansion of an existing building to increase training opportunities to individuals for whom English is a second language or Purchasing a building to provide work readiness skills training, pre-apprenticeship training, and/or in-demand occupational trainings in an area of Minnesota with high rates of concentrated poverty.The commissioner shall give priority to applicants under Chapter 14, Article 11, Subd. 2 that:Do not have a history of receiving capital grants from the state.Demonstrate local support for the projectAddress needs for underserved community, an economically disadvantaged area, or people or groups who are economically disadvantagedProvide community benefits; orHave previously received phased grant funds as described under Subd 4 (a grant award under this section must be no less than the amount required to complete one or more phases of the project, less any non-state funds already committed for such activities). Eligible Expenditures can be found at https://mn.gov/deed/assets/rfp-targeted-community-capital-project_tcm1045-503599.pdf#page=7.Eligible Services can be found at https://mn.gov/deed/assets/rfp-targeted-community-capital-project_tcm1045-503599.pdf#page=8.grants for minorities
