Grant to a California company, nonprofit organization, government entity, IHE, or school district for research related to methane emissions from homes across the state. Funding is intended to support an applied research project that will enhance knowledge about residential methane emissions and assist California’s efforts to implement cost-effective decarbonization of residential buildings. Demonstration projects must be located in the service territory of a California natural gas Investor Owned Utility (NG IOU).
Improve Characterization of Methane Emissions from California’s Residential SectorThe purpose of this solicitation is to fund an applied research project that will improve the characterization of residential methane emissions associated with California homes. Research resulting from this solicitation will inform California’s greenhouse gas (GHG) emissions inventory (residential methane emissions) and provide support to the state’s efforts for cost-effective decarbonization of residential buildings.
This research will contribute to implementing the Supplemental Budget of the Natural Gas R&D Program 2019-2020 Funding Plan. Specifically, this research responds to the initiative:  Further Characterizing Methane Emissions and Development of Residential Sector Mitigation Methods for Methane Leakage.Methane, a potent short-lived climate pollutant with much greater short-term global warming potential (GWP) than carbon dioxide, is the main component of natural gas. Because of its high GWP and short atmospheric lifetime, the benefits of methane emissions reductions are substantial and impactful on a relatively short time frame. Accordingly, in addition to reducing carbon dioxide emissions, California has policies to reduce methane emissions to avoid its immediate climate and public health impacts.
Assembly Bill 3232 requires a feasibility assessment to assess the potential for California to reduce GHG’s from buildings. The proposed solicitation will support field work and analyses designed to improve the state’s residential methane emissions inventory and inform building decarbonization efforts and assessment of benefits.Project Focus:Research supported by this solicitation will characterize the magnitude and distribution of methane emissions from California’s residential sector based on field measurements in a large sample of homes, including multifamily units. Field measurements will quantify total methane emissions from residences, including emissions from steady state and transient operation of all major appliances. This research will also characterize the distribution of emissions across homes based on analysis of factors that may be associated with disproportionate methane emissions (e.g., housing type, appliance type and attributes, age of appliance, and seasonality). Another component of this research will be identifying the measurement techniques and methods suitable for the target appliances.This research will inform California’s methane emissions inventory for residential buildings, illuminate benefits of building decarbonization, and provide a foundation for cost-effective strategies through which building decarbonization can maximize contributions to emissions reductions, including methane emissions, from residential buildings. Accordingly, the design of the field research and analyses should consider how to provide meaningful results that will be useful in those contexts.Projects must, at a minimum:Characterize the magnitude and distribution of residential methane emissions in California.Inform building decarbonization policy and implementation.
Additionally, it is desirable that research funded will:Provide quantitative data characterizing residential appliance use patterns, to which overall methane emissions are sensitive due to bursts of methane associated with transient operation (e.g., on/off cycles of ovens and startup and shutdown of tankless water heaters).Understand all possible sources of post-meter methane emissions including gas natural gas-burning grills, natural gas-powered fireplaces, clothes dryers, and other auxiliary items.For further details about projects, see p. 10 of the Solicitation Manual listed in Supporting Documents below.
